Medicaid Planning Series: Financial Eligibility and Recovery

The NAELA Medicaid Planning Series explores how financial eligibility and estate recovery shape every Medicaid plan.

  1. 1.
The Front Door and the Back Door of Medicaid Planning — Introduces the two financial gates of Medicaid: how applicants qualify and how recovery applies after death.
  2. 2.
The Asset Test: What’s Countable, What’s Not — Explains which assets are included or excluded in determining eligibility and how exempt resources are treated.
  3. 3.
The Income Test: Does It Really Matter? — Describes how income affects eligibility and patient-pay obligations, and why income seldom prevents qualification in D.C. and Maryland.
  4. 4.
Estate Recovery — The Back Door of Medicaid Planning — Examines when and how the state recovers costs after death and how planning strategies can limit exposure.

Optional: Countability and Recovery Assignment — Apply these rules to practical case examples.

Together, these courses provide a working foundation for evaluating financial eligibility and recovery exposure in both D.C. and Maryland.
